COVID-19 Occupant Capacity Formulas

 Governor of Iowa Kim Reynolds has issued proclamations allowing the reopening of certain businesses and establishments with certain restrictions. The full proclamation can be found here. Many of the establishments allowed to reopen under the Governor's proclamation require 50% of the maximum allowable occupancy. The formulas below can be used to help estimate the permitted occupant capacity for certain establishments under the Governor's proclamation.

Determine your Allowable Occupant Load using the Formula that applies to your Business Type

Retail Spaces
Gross Square Footage of Sales Floor / 60 Occupant Load Factor = Maximum Legal Occupancy 
Maximum Legal Occupancy x 0.50  = Allowable COVID-19 Occupancy

Example: 
4,200 SF Sales Floor/ 60 = 70 occupants Maximum Legal Occupancy during Normal Conditions

State of Iowa COVID-19 Restrictions require 50% of Maximum Legal Occupancy
70 occupants x 50% = 70/2 = 35 Occupants - Allowable COVID-19 Occupancy

Fitness Centers/ Gyms
Gross Square Footage of Exercise Areas / 50 Occupant Load Factor = Maximum Legal Occupancy 
Maximum Legal Occupancy x 0.50  = Allowable COVID-19 Occupancy

Example: 
4,000 SF Exercise Area/ 50 = 80 occupants Maximum Legal Occupancy during Normal Conditions

State of Iowa COVID-19 Restrictions require 50% of Maximum Legal Occupancy
80 occupants x 50% = 80/2 = 40 Occupants - Allowable COVID-19 Occupancy
Salons & Barbershops
Gross Square Footage of Salon/ Barbershop / 150 Occupant Load Factor = Maximum Legal Occupancy 
Maximum Legal Occupancy x 0.50  = Allowable COVID-19 Occupancy

Example: 
3000 SF Salon/ 150 = 20 occupants during Normal Conditions

20 occupants x 50% = 20/2 = 10 Occupants - Allowable COVID-19 Occupancy
Restaurants & Bars (Bars beginning on May 28, 2020)
Gross Square Footage of Restaurant/ Bar Seating Areas / 15 Occupant Load Factor = Maximum Legal Occupancy 
Maximum Legal Occupancy x 0.50  = Allowable COVID-19 Occupancy

Example: 
1,500 SF Seating Area/ 15 = 100 occupants Maximum Legal Occupancy during Normal Conditions

State of Iowa COVID-19 Restrictions require 50% of Maximum Legal Occupancy
100 occupants x 50% = 100/2 = 50 Occupants - Allowable COVID-19 Occupancy

Restaurants and bars have additional restrictions within the Governor's proclamation.
Libraries
Gross Square Footage of Library Book Areas  / 100 Occupant Load Factor = Maximum Legal Occupancy 
Maximum Legal Occupancy x 0.50  = Allowable COVID-19 Occupancy

Example: 
6000 SF / 100 = 60 occupants during Normal Conditions

State of Iowa COVID-19 Restrictions require 50% of Maximum Legal Occupancy
60 occupants x 50% = 60/2 = 30 Occupants - Allowable COVID-19 Occupancy

Libraries use two different occupant load factors. They are as follows:
Reading Rooms - 50 Occupant Load Factor
Library Book Areas - 100 Occupant Load Factor

Movie Theaters
Fixed seats:
Number of fixed seats = Maximum Legal Occupancy
Maximum Legal Occupancy x 0.50 = Allowable COVID-19 Occupancy
Example: 200 fixed seats x 50% = 100 Allowable COVID-19 Occupancy

State of Iowa COVID-19 Restrictions require 50% of Maximum Legal Occupancy

If not fixed seats, tables and chairs
Gross Square Footage of Theater Seating Areas / 15 Occupant Load Factor = Maximum Legal Occupancy 
Maximum Legal Occupancy x 0.50  = Allowable COVID-19 Occupancy

Example: 
1,500 SF Seating Area/ 15 = 100 occupants Maximum Legal Occupancy during Normal Conditions

State of Iowa COVID-19 Restrictions require 50% of Maximum Legal Occupancy
100 occupants x 50% = 100/2 = 50 Occupants - Allowable COVID-19 Occupancy

Theaters have additional restrictions within the Governor's proclamation.
