Neighborhood Commercial Revitalization Program

The intent of the City of Des Moines Neighborhood Commercial Revitalization (“NCR”) program is to promote reinvestment in existing buildings primarily in neighborhood commercial nodes and corridors across the city. Grants awarded by the City of Des Moines pursuant to this program will provide financial assistance to property owners and businesses in the renovation and upgrade of commercial, office, and mixed-use properties.

See program documents below.

This is a competitive program. Funding is limited.

**Please note - All applicants interested in the NCR program should submit a request for a Pre-Application meeting, regardless of project size.  Upon review of the Pre-Application request, City staff will determine if a formal Pre-Application meeting is required for the project. If a formal Pre-Application meeting is not required, City staff will examine the project information and provide feedback.
Click here to start the Pre-Application meeting request process (select 'Apply,' 'Pre-Application Meeting,' 'Apply,' and create account).
The necessity of a Pre-Application meeting is typically dependent upon the scale of the proposed project and history of building permits for the property, history of vacancy, and proposed use.
If you have questions about this process, or to understand if your project is appropriate for a Pre-Application Conference, please contact: Katie Hernandez, (515) 283-4016,
