Council to Consider Amending Procedural Rules
DES MOINES, IOWA –Monday, August 17, 2020 – In a continuing effort to conduct efficient and orderly meetings while encouraging and supporting thorough and robust citizen input, the City Council this afternoon will consider amending its procedural rules.
The proposed changes would include the following rules: Citizen Agenda Requests, Manner of Addressing Council, Time Limit on Citizen’s Remarks, Remarks of Citizens to be Germane, Failure to Follow Council Rules and Action on Consent Agenda.
According to the Council resolution,
- Mayor and City Council believe in and wish to support thorough and robust public participation at City Council meetings
- Criticism and community feedback are supported and desired by Mayor and Council
- Orderly and efficient conduct of meetings, including germane citizen input is essential to good and efficient government
- Non-germane and disruptive conduct and behavior can actually limit or deny the free speech rights of other community members by presenting or delaying their opportunities to speak.
